Unregister core blocks, if one likes

I would like to unregister the core blocks, e.g. via a config option:

// config.php
return [
// no core blocks at all
'blocks' => [],

// Only heading and text
'blocks' => ['heading', 'text']
];

We have our own starterkit we refine from project to project and I prefer to start from scratch rather than fighting the CMS provided code.
