Panel Languages Area : More options

In the languages area, there’s a setting to disable editing language variables, but not to :

• Prevent adding and removing languages.
• Prevent adding and removing translations (while still being able to edit the existing ones).

I think they would be a nice feature for this freshly introduced area (k5/#514).
