Layout picker: support column layouts not based on fractions of 12#625

The layout column picker in the panel expects fractions of 12. Could there be an option in the config to change that to, say base 10. Then in the blueprint all numbered columns would be something like… “5/10, 5/10” or “4/10, 2/10, 4/10.”
