Add ability to save layout with block as template#266

It would be great if you will add ability to save layouts with blocks as templates to use them on other pages. It is used if you have some directory styled site or portfolio with same structure…

For now, one could get the blocks template syntax from a saved blocks field (in the content folder) and add them programatically using a hook or whatever.

IMO, there could be 2 different approaches to this: (which could be complementary)

• Add the possibility to pre-populate layouts with empty blocks. Or block layouts: adding pre-defined block sets to a block zone.
• When duplicating a page, add the option to empty the blocks and fields.

Maybe #254 will bring some other solutions too.
