Layout settings access#176

Could we have layout settings accessible little more accessible than in middle of dropdown?
Maybe doubleclick on the layout toolbar or show settings icon on the toolbar on hover?

I understand that it seems like it’s going to be not used too much but more i work with it more i keep thinking it will be used a lot because you might need quite important settings grouped to single layout row.
